04.12.2026: Speaker Series – Oxana Shevel

The Jean Monnet Centre of Montreal, in collaboration with the Centre for International Peace and Security Studies (CIPSS), is pleased to present a talk by Oxana Shevel, Professor of Political Science at Tufts University, as part of its 2026 Speaker Series.

Entitled Safeguarding national security or violating religious freedom? State policies towards Russia-linked Orthodox churches in Ukraine and Estonia after February 2022, the talk will examine how Ukraine and Estonia have responded to institutional ties between Orthodox churches in their countries and the Russian Orthodox Church since Russia’s full-scale invasion of Ukraine in February 2022. It will explore the tensions between national security, “spiritual independence,” religious freedom, and minority rights, as well as how these concerns have been translated into law and public policy.
